The Honorable Hugh Bell Newell was a member of the California State Assembly in El Dorado County from 1867 - 70 and possessed vast land holdings in Gold Hill, one of the richest mining regions in California. In the 1860’s Newell was also an Officer of the Grand Lodge No. 92 in Coloma, CA.
The Engrossing clerks of the California State Assembly were (and continue to be) responsible for the specialist proof reading and editing of all bills, resolutions and constitutional amendments arising within the State Assembly.
